PvP: WIP

There are multiple gameplay modes we are prototyping as PvP activities, and we're still scoping out the reward loop when a sea-fight reaches its resolution, in order to add a sense of competition on the sea.
For PvP, we are considering the framework of the game at each stage, as we don't want to remove or heavily modify the activity while going from one roadmap goal to another. This could become a detriment in the long run, as a time sink for development or upset those that enjoy a specific iteration of the game mode that would no longer be supported.
Once implemented we want this activity to never leave the game, instead, we would like to have it improve based on community feedback and meta balancing.
